That is correct if you assume the other person is tracable and has insurance.
From one of my staff's experiences there was a photo of the person at fault and their car and license number, with witnesses. The at fault driver stopped long enough to abuse the victims, some of the witnesses, and just drove off without exchanging information.
The Vic police and Vicroads could care less.
As the car was older and only insured with 3PPD with a low end policy (what they could afford) it apparently did not cover uninsured motorists so the insurance company was not interested either.
Sometimes a photo is gold, but it is not always going to be the case.]]>
