My documents were certified by a staff member @ Westpac who has worked there for over 5 years. Since when is it a Bank Managers duty to certify documents! Did the staff member annotate their qualification as a witness on the document and if so, requiring the manager reads as if it were processed by a new hire at Australian Super being under-trained and over zealous. > On the certified document there was an official stamp of the Police Station, Time/Date, and Police Officers Name & Signature If the words "certified true copy" or "this is a true and correct copy" or "I certify this is a true copy of a document I have sighted" or very similar were missing, it was not a certified copy, it was a bit of paper with a copy, the station stamp and an officer's signature and that could have had the copy added later as the signature is not tied to any class of witnessing, not that I am suggesting that is the case.
