I called a local guy (from the local paper). It took him a whole 2 minutes to fix, and he didn't even charge me for it. He showed me what the issue was so I can fix it myslef next time.
I guess the bigger think they can skimp on customer service. Go local.
Security Plus had put up a sign on my fence when they installed the shutters, advertising themselves). I've put the sign back up on my lawn and made a few adjustments to it.

Yeah, if I had any idea, I would fix it myself. What I can derive is that the tracks are not lined up properly so the thing has been jamming frequently. Coupled with manual wind-down when the shutters refused to lower may have caused other internal jamming. Now it won't go up or down.
I'm only upset that I have complained about this issue twice during the warranty period, but called again to save them time when it fixed itself up. What I should have done was let the serviceman arrive, and give it a check up eventhough it had fixed itself. Now Security Plus doesn't even want to know me unless I pay them a callout fee, plus time and materials.

I have no idea how your shutters work or how tight the tolerances are. It seems to me like a bit of Lanox or a lube stick could have saved you some grief.

Organisation name: Security Plus
Issue type: Complaint
We purchased $6800 worth of shutters from Security Plus in April 2007. A not too long after that, one of the shutters started jamming. Apparently a common issue with manual wind-up shutters.
I booked a service call but on the day of the call-out, the shutter fixed itself up. So I cancelled the call-out. Later, the same shutter jammed again and I made another booking for a service call. But a day before the serviceman was scheduled to come out, the thing un-jammed itself again. So I cancelled once more.
This one shutter has been jamming and unjamming itself endlessly since. About 2 months ago it has jammed for good.
I've called Security Plus yesterday and they now tell me that the shutter is out of warranty (they only gave me 1 year warranty) and that they will charge a call-out fee plus materials and time.
I've explained that this shutter has been playing up almost since we got it and that I had made 2 service calls which I cancelled etc.. But to no avail. They rudely told me that they have no record of any callouts and that we would need to pay for any service.
I believe that I am entitled to have this shutter fixed once and for all without having to pay for it. Because no actual callout was made, they are at ease to conveniently "not find any record" of any bookings that I made.
The funny thing is that when they installed the shutters, I allowed them to place a sign on my fence stating that we were happy customers of Security Plus. A number of friends have also purchased from them. Maybe we should all put up signs in out front yards stating "Ask me where NOT to buy your shutters".
