Your story is representative of a work-culture problem that I hope you get beyond for your future success.
It appears you resigned but didn't as you were going to return to the position, but since SNP did not get back you didn't return but stopped working. Not very crisp as you wrote it. It appears the paperwork to their HR system that you resigned got stopped since you were going to return to work, but since you did not receive acknowledgement assumed something and just stopped working there. HR looks like an innocent bystander.
The work-culture issue is that you did not follow up, they did not follow up, you appear to have just left your uniform hanging without a formal documented turn-in, and yet you expect prompt and efficient outcomes over the holiday period when many companies are short staffed?
Still waiting on an email that they should probably have chased up after a few days - endemic of the problem of waiting for Godot when proactive measure are required.

I was employed by SNP to work at the UNSW to be a parking officer, issuing parking fines. I resigned in April of 2009 to start training for my NSW Government job. At one stage I was going to return to my position as a parking officer, however, as no got back to me I didn't bother with it.I duly returned my uniform that was issued to me leaving it in the Female locker room.
I was going through my paperwork when I found my last payslip from SNP and noticed that I had annual leave at 42.90 hrs as at 26/04/09. I contacted 17/12/09 SNP to make arrangements to have this paid to me.
Incredibly I was told that they were unaware that I had resigned.Interesting comment from HR, one would have thought they would have noticed that I had not drawn a payslip since May of 2009.I had thought it was strange when they mailed me a form to update my personal information. Then they thought I had not returned my uniform. I provided the information and was told someone would get back to me.
A week later no one did so I contacted them again to be told. "Hi xxxx,
Sorry have not heard anything yet I will chase up today.
***"
I contacted them again today and I guess the person is somewhat irritated that I have the audacity to want my unpaid annual leave. The response given was.
"still waiting I have now emailed xxxxx"
It is only 42.90 hrs owing me but it is the principal of it. How difficult is it to pay me my unpaid annual leave? Do they need to have a conference to discuss this?
